PUBLIC SAFETY SYSTEMS

Winbourne Consulting managed selection and implementation of Virginia Port Authority’s first-ever CAD and Mobile CAD

On June 11, 2019 the Virginia Port Authority Police went live on their new Zuecher Technology CAD, Mobile and RMS systems.  This was the result of two-years work starting with a needs assessment, RFP development and vendor selection.  The Port’s Command Center did not have a CAD or Mobile CAD system, so this new technology was a great improvement for the dispatchers and the safety of their officers.
NG9-1-1

Winbourne is managing the procurement and implementation of Arlington County’s shared Next Generation 9-1-1 Call Handling System.

Winbourne is assisting Arlington County and the City of Alexandria with the upgrade of their Customer Premise Equipment to include NG9-1-1 compatibility, as well as migrating to the regional ESInet.
EMERGENCY SERVICES

Winbourne Consulting was engaged by the Jamaican Office of Utility Regulations

Winbourne Consulting was engaged by the Jamaican Office of Utility Regulations to prepare an analysis of regulatory and legislative changes needed to enhance emergency communications.  Our project team, Jeff Winbourne and Andrew Reece presented our recommendations to the Most Honorable Andrew Holness, Prime Minister of Jamaica.  Currently, the government is planning to implement the recommendations including transitioning to a single emergency number and requiring telecommunication carriers to automatically provide the location of emergency callers.  Also, to expand the existing fiber and microwave infrastructure to support establishing and Emergency Services IP Network on the island connecting all emergency services providers.

Winbourne Consulting was contracted by multiple Communications Districts in Louisiana

Winbourne Consulting was contracted by multiple Communications Districts in Louisiana to conduct a financial analysis of their 9-1-1 centers, reviewing their 9-1-1 surcharge revenue, ongoing 9-1-1 expenses, and any applicable enabling legislation .  In all cases, our analyses resulted in significant financial benefits for our customers, enabling them to recognize an increase in their sustainable revenue, and a decrease in their ongoing expenses.

Madison County NY engaged Winbourne Consulting to conduct a study on the potential for consolidation with neighboring Onondaga County

Madison County and Onondaga County (NY) tasked Winbourne Consulting with determining the benefits of a potential consolidation of their 9-1-1 centers, including whether a consolidation would improve service to citizens and increase the safety of First Responders. Winbourne Consulting completed this study, as well as public presentations for the stakeholders, in Jun 2019.

Winbourne Consulting was hired by the City of Denver, Colorado to conduct a CAD Integration Feasibility Study

Winbourne Consulting was hired by the City of Denver, Colorado to conduct a CAD Integration Feasibility Study to provide a comprehensive overview of the current CAD environment within the Denver Metro areas 38 PSAPs and discover the agencies interest in participating in a CAD-to-CAD project.  We provided recommendations and options for integrating multiple CAD systems in the region and assisted in creating a draft RFP for soliciting a vendor for implementation.
