Andrew Reece | Chief Executive Officer

Mr. Reece has an extensive background in managing large, complex municipal-based projects. He has worked on numerous public safety business and technology planning and implementation projects. He has worked on customer service and citizen Contact Center-related projects in other industries, including health and emergency management, for more than ten years. He is experienced in developing strategic plans, budget reports, cost benefit analysis assessments, return on investment reports, staff assignment, and recurring maintenance of technology projects. He has performed strategic planning, business process design, business process improvement, and organizational design and realignment for all areas of municipal agencies and departments. His government operations experience includes financial and budget, technology and systems, and their impact on business process and organization structure. His experience includes serving as program manager for 9-1-1, 3-1-1, and CAD to CAD projects in New York City, NY, Miami-Dade County, FL, Fairfax County, VA, Los Angeles, CA, Virginia Beach, VA, and Washington, DC, as well as designing national emergency response systems for the Kingdom of Jordan, the Kurdistan Region of Iraq, and Jamaica. He is a certified Project Management Professional (PMP), as well as ITIL Certified.

Jeffrey Winbourne | President, International Markets

Mr. Winbourne leads our international business area. He has managed projects in 20 countries to include Chile, Ukraine, Bulgaria, Iraq, Indonesia, India, Vietnam, as well as the United States. In the United States he has worked in New York City, Washington, DC, Columbus, OH, Fairfax County, VA, Phoenix, AZ, and many other cities and counties supporting public safety agency communications needs. These projects have focused on emergency communications, emergency management, and smart cities. He has unique experience in developing national-level emergency communications systems and architectures. The projects have included governance, emergency communications systems and networks, facility issues, staffing, and operations. He has Mr. Winbourne is a certified Emergency Number Professional (ENP) and a certified Project Management Professional (PMP).

Elisabeth (Lisa) Madden, ENP, | Vice President Business Development and Emerging Technologies

Ms. Madden joined Winbourne Consulting in February 2015 with nearly 20 years’ experience with E-9-1-1 and NG9-1-1 products, systems, and operations. She joined Winbourne Consulting from Intrado (now West Safety Services), where she was involved in New Market development, working with telematics and video relay service providers, and spent over eight years managing the NG911 opportunities for the Eastern US. Ms. Madden manages Winbourne Consulting’s Business Development efforts, as well as Emerging Technologies services. She is also directly involved in our key NG9-1-1 initiatives, such as City of Virginia Beach, Las Vegas, and Washington, DC. She is the 9-1-1 lead for the Maine FirstNet project and is actively involved in the Industry Council for Emergency Response Technology (iCERT), promoting the accelerated deployment of NG911. Ms. Madden is a certified Emergency Number Professional (ENP), and well as a longtime volunteer First Responder with the National Ski Patrol.

Tom Maureau | Vice-President, Public Safety System Services

Mr. Maureau is a retired law enforcement Division Commander who possesses a unique combination of IT, Law Enforcement, Fire Department, EMS and Emergency Management expertise developed through numerous assignments over his 27-year Public Safety career and 10 years as a consultant. During his last 10 years of public safety service Mr. Maureau was responsible for a combined law enforcement and Fire/Rescue 9-1-1/Emergency Communications Center and also served as Chief Information Officer for Public Safety. His CIO role responsibilities included the procurement and implementation of numerous systems including CAD, GIS, Mobile, LRMS, FRMS, Crime Analysis, Business Intelligence, radio system and infrastructure/networks. Prior to his CIO role, Mr. Maureau had numerous law enforcement assignments in operations, management including executive management covering a wide variety of assignments including Criminal Investigations, SWAT, Narcotics/Organized Crime Drug Enforcement Task Force, Criminal Intelligence/Crime Analysis, Records Management, Property & Evidence, and Training.

Since 2007 Mr. Maureau has been a consultant to state, city and county public safety agencies as well as to information technology companies. In this role he has assisted numerous jurisdictions in the completion of a wide scope of projects. These jurisdictions range from the very large including New York, Los Angeles and Boston to agencies of a much smaller size.

Mr. Maureau has an MBA in Technology Management, is a Certified Public Manager and was a Florida Registered EMT/Paramedic.

Robert Waldon | Vice-President, West Coast Operations

Mr. Waldon is a former Firefighter/Paramedic from Southern California and a nationally known expert in public safety operations assessment and public safety technology-solutions.  Robert has managed the procurement and implementation of over 125 public safety systems in some of the nation’s largest emergency centers.  With his background, Robert is well established in process management, project management, contract negotiations, and team development.  Robert has managed both the business development and successful delivery of all our California projects since 2013.
