Andrew Reece | Chief Executive Officer

Mr. Reece has an extensive background in managing large, complex municipal-based projects. He has worked on numerous public safety business and technology planning and implementation projects. He has worked on customer service and citizen Contact Center-related projects in other industries, including health and emergency management, for more than ten years. He is experienced in developing strategic plans, budget reports, cost benefit analysis assessments, return on investment reports, staff assignment, and recurring maintenance of technology projects. He has performed strategic planning, business process design, business process improvement, and organizational design and realignment for all areas of municipal agencies and departments. His government operations experience includes financial and budget, technology and systems, and their impact on business process and organization structure. His experience includes serving as program manager for 9-1-1, 3-1-1, and CAD to CAD projects in New York City, NY, Miami-Dade County, FL, Fairfax County, VA, Los Angeles, CA, Virginia Beach, VA, and Washington, DC, as well as designing national emergency response systems for the Kingdom of Jordan, the Kurdistan Region of Iraq, and Jamaica. He is a certified Project Management Professional (PMP), as well as ITIL Certified.

Tom Maureau | Vice-President, Public Safety System Services

Mr. Maureau is a retired law enforcement Division Commander who possesses a unique combination of IT, Law Enforcement, Fire Department, EMS and Emergency Management expertise developed through numerous assignments over his 27-year Public Safety career and 10 years as a consultant. During his last 10 years of public safety service Mr. Maureau was responsible for a combined law enforcement and Fire/Rescue 9-1-1/Emergency Communications Center and also served as Chief Information Officer for Public Safety. His CIO role responsibilities included the procurement and implementation of numerous systems including CAD, GIS, Mobile, LRMS, FRMS, Crime Analysis, Business Intelligence, radio system and infrastructure/networks. Prior to his CIO role, Mr. Maureau had numerous law enforcement assignments in operations, management including executive management covering a wide variety of assignments including Criminal Investigations, SWAT, Narcotics/Organized Crime Drug Enforcement Task Force, Criminal Intelligence/Crime Analysis, Records Management, Property & Evidence, and Training.

Since 2007 Mr. Maureau has been a consultant to state, city and county public safety agencies as well as to information technology companies. In this role he has assisted numerous jurisdictions in the completion of a wide scope of projects. These jurisdictions range from the very large including New York, Los Angeles and Boston to agencies of a much smaller size.

Mr. Maureau has an MBA in Technology Management, is a Certified Public Manager and was a Florida Registered EMT/Paramedic.

Mike Hernon | Director – International Services and Mission Critical Facilities

Mike has 30+ years experience managing complex, mission-critical IT projects in the public sector.  He is the former CIO for the City of Boston; Advisor and PM to CIOs and management at Comm of Mass., Fairfax Co., Arlington Co., City of Alexandria, US Commerce Dept., US Dept of the Navy, US DoD, and others.  He has earned multiple awards in public sector IT, including . “SuperCIO” designation, Hammer Award, Meritorious Public Service Award, and Public Technology Institute honors.

Cindy Alderete | ENP Director NG911 and Emerging Technologies

Ms. Alderete has been providing telecommunications technology support for Winbourne Consulting national and international projects since 2012. She brings over 30 years of telecommunication expertise in a variety of diverse communication technology disciplines. She has broad array of experience in wireline and wireless network deployments, carrier operations and service provisioning, circuit switched and IP network infrastructure deployment and operations, and telecom legal and regulatory policy. Her specialized expertise is in 9-1-1 systems, both legacy and NG911. Her understanding of telecommunication network design and operations was instrumental in the deployment of the first statewide NG911 for the Commonwealth of Massachusetts.

Julie Heimkes | Head of Corporate Sales and Marketing

Julie has 21+ years’ experience in the public safety field as a paramedic and 911 director. She spent 15+ years training and selling 911, CAD, Mobile, RMS and Radio products. She has been working as a consultant for the past 8+ years with expertise in operational and technology assessments, business processes, workflows, interfaces, implementation, training, go-live support, standard operational procedures, and governance development. Julie brings her years of experience and understanding of the marketplace to also assist Winbourne with their corporate sales and marketing initiatives.

Tom Klaban | Technology and Systems Subject Matter Expert

Tom has 35+ years experience with public safety systems CAD, Mobile, RMS, Fire, EMS and Court to include software development, procurement and implementation support. His expertise encompasses business processes workflows, data conversion, interfaces, operational and technology assessments, implementation, training and go-live support. His project Management expertise includes Wichita PD, KS, City of Cleveland, OH, California Department of Justice (DOJ), CA, LaPlata County and Durango, CO, Archuleta County, CO, Milwaukee County, Columbus OH, Onondaga and Madison Counties NY, Boulder and the Denver Region, CO.
