Winbourne Consulting was contracted by multiple Communications Districts in Louisiana to conduct a financial analysis of their 9-1-1 centers, reviewing their 9-1-1 surcharge revenue, ongoing 9-1-1 expenses, and any applicable enabling legislation . In all cases, our analyses resulted in significant financial benefits for our customers, enabling them to recognize an increase in their sustainable revenue, and a decrease in their ongoing expenses.

Winbourne Consulting was engaged by the Jamaican Office of Utility Regulations to prepare an analysis of regulatory and legislative changes needed to enhance emergency communications. Our project team, Jeff Winbourne and Andrew Reece presented our recommendations to the Most Honorable Andrew Holness, Prime Minister of Jamaica. Currently, the government is planning to implement the recommendations including transitioning to a single emergency number and requiring telecommunication carriers to automatically provide the location of emergency callers. Also, to expand the existing fiber and microwave infrastructure to support establishing and Emergency Services IP Network on the island connecting all emergency services providers.

Winbourne Consulting was engaged by the City of Poughkeepsie and Dutchess County, NY to consider possible consolidation or restructuring of their 911 system including shared services within the City and Dutchess County. Winbourne Consulting conducted a comprehensive study of the City’s emergency dispatch operations, to include a fiscal analysis, outlining possible restructuring opportunities. We presented the results of our study in a public meeting in Jun 2018

Winbourne Consulting was hired by the City of Denver, Colorado to conduct a CAD Integration Feasibility Study to provide a comprehensive overview of the current CAD environment within the Denver Metro areas 38 PSAPs and discover the agencies interest in participating in a CAD-to-CAD project. We provided recommendations and options for integrating multiple CAD systems in the region and assisted in creating a draft RFP for soliciting a vendor for implementation.
