Policy Recommendations on Enhanced Access to Emergency Services in Jamaica.

Jamaica Is Moving toward New Emergency Communications Solution

The Jamaican Office Utility Regulations engaged Winbourne Consulting to develop recommendations to providing enhanced emergency services in Jamaica.  The government was seeking options to transition to a new emergency communications system using a single emergency number and consolidating managing emergency calls from multiple agencies. 

In developing the options and transition planning, we worked closely with key stakeholders to include the Jamaican Constabulary Service; Fire Brigade; Ministry of Health and Wellness; Ministry of Science, Energy, and Technology; Office of Disaster Preparedness and Emergency Management; the National Works Agency; and telecommunications carriers. 

After multiple stakeholder reviews of our findings and recommendations, the project culminated with a briefing to the Jamaican Prime Minister, the Honorable Andrew Holness.  

In 2022 the recommendations were approved by the Prime Minister’s Cabinet.  An inter-ministerial committee, composed of all the key stakeholder ministries and agencies, will lead the project’s implementation for the new solution.
