National Emergency Management and 112 Implementation Plans

The Bulgarian government selected our firm to prepare plans for enhancing emergency response nationwide. We were tasked with planning national Integrated Emergency Management System (IEMS) and the Integrated Emergency Communications System (IECS) in concert with multiple ministries and agencies.  

In order to work effectively with over 15 differing ministries and agencies, we prepared a governance plan that was accepted by all the stakeholders.  The governance plan defined the roles and responsibilities of each stakeholder in the design and decision-making process.  

The project included establishing the national architecture for the integrated Emergency Management System (IEMS) and the Integrated Emergency Communications System (IECS). 

We prepared a design that included governance, a concept of operations (CONOPS), plan for six redundant 112 emergency call centers located in key locations linked to over 28 dispatching facilities.  We also included designs for networks, systems, facilities, applications, and operations.  

Our plan included the establishing of a network of Regional Emergency Operations Centers (REOC) integrated with a National Emergency Operations Center (NEOC) in Sofia with an Integrated Early Warning System. Integrating the REOCs with mobile command centers to provide on-scene command, control and communications geographically throughout the Regions was a key element.  

The plan linked the REOCs with 112 emergency communications and dispatch centers, providing police, fire, emergency medical services, and civil protection to the public in order to provide Computer Aided Dispatch (CAD) data to the EOCs.  

The Bulgarian government implemented many of the recommendations to include the 112 emergency communications systems and EOCs.  

The US Trade & Development Agency funded the project.
