Transition to a Modern 112 Emergency Communications System

In 2012, Ukraine hosted the EURO 2012 football championship, along with Poland.  The games were planned for four cities—Kyiv, Kharkiv, Donetsk and Lviv.  To provide emergency services to the thousands of fans converging on the country, the government decided to establish 112 emergency communications center in the four cities.  

The Ukrainian Ministry of Emergencies contracted with Winbourne Consulting support its efforts to establish these centers.  Simultaneously, our team was tasked with assisting the Ministry in developing the vision, requirements, and cost estimate for a nationwide emergency communications and response system.

Our team provided hands-on support to the Ministry to establish the 112 centers each of the four cities to include facilities, technology, and operational support.  Each of the centers operated throughout the games providing services to fans and city residents.

The project was funded by the US Trade & Development Agency.
