The City of Virginia Beach (CVB) Emergency Communications and Citizen Services Department (ECCS) contracted with Winbourne Consulting Inc. to conduct an operational analysis as part of ESInet implementation and transition to Next Generation 911 (NG911). Through this analysis, ECCS expects to: Identify opportunities to improve quality, responsiveness, and consistency in delivery of emergency, non-emergency, and government services to citizens and visitors. Improve staffing/scheduling to respond to industry communications standards, citizen expectations, increasingly complex workloads, and employee wellbeing. Create an organization culture and workplace where employees want to remain from hire-to-retire. Ensure greater alignment between ECCS operations and planned and current technologies, including how best to leverage NG911 capabilities.
