Winbourne Consulting worked with the Hampton Roads CAD-to-CAD Project Team consisting of the cities of Virginia Beach, Chesapeake, Norfolk, Suffolk, and Portsmouth to provide consulting services to assist in the procurement assessment and implementation services for a CAD-to CAD interoperability system. The agencies each had disparate CAD systems which caused a delay when requesting automatic aid and mutual aid for the fire and police departments. Services included development of a regional CAD-to-CAD RFP, assistance with evaluating responses and contract negotiations. We also developed a regional governance agreement and provided project management services for the City of Virginia’s Beach’s CAD-to-CAD implementation.
