Winbourne preformed an assessment of the City’s current paradigm for public safety service delivery, based on an understanding of current operations and technology. We reviewed the current technology of each agency to determine the efficiency and effectiveness of these products to support the needs of Saco’s public safety users. We interviewed stakeholders representing each agency’s 911 staff and first responders to determine their support or concern for the consolidation options. Winbourne worked with Saco leadership to discuss the decision-making process for evaluating and selecting the “best fit” option.
The options for consideration included: Option One – Saco ECC will continue operating as a Secondary ECC to Biddeford. Option Two – Saco ECC will merge with Biddeford ECC. Option Three – Saco ECC will operate as a secondary ECC with call taking provided by another area primary ECC. Option Four – Saco ECC will merge with another primary ECC.
